The North Plains Public Works Facility Building is a 12,000 SF municipal building constructed as the city’s first mass timber project. Designed primarily for public works and emergency operations, it demonstrates flexibility by housing all city operations while they explores civic center options. The cross-laminated timber (CLT) structure, erected in just three weeks, addresses challenging soil conditions including a liquefaction zone, while celebrating the region’s timber heritage.
Drawing from North Plains’ agrarian history, the design employs durable materials and gabled forms that modernize local vernacular architecture. The facility incorporates seismic design that limits differential settlement, ensuring continued operations during emergencies. The project balances sustainability, community resilience, and equitable emergency services while supporting one of Washington County’s fastest-growing communities.
